A nasty case of dry rot

We were asked if these windows were repairable. A tall order, but yes it is possible. This one has dry rot as opposed to wet rot. Usually caused by lack of ventilation. Possibly in this case, the wood for the windows was grown quickly, chopped down, made into windows too quickly, then painted.

I might be wrong, but if anyone has any thoughts, please feel free to contribute.
